河北省多式联运统计监测评估体系研究

摘要:

为加快构建现代综合交通运输体系,全面掌握多式联运行业发展现状,推动物流结构性降本提质增效,增强多式联运政策的精准性,对河北省多式联运统计监测评估体系进行研究。从基础设施水平、运输服务水平、行业发展环境3个方面建立四级评估指标体系,基于层次分析法、德尔菲法等研究提出多式联运发展指数。以河北省近3年调查数据为研究样本,对该指标体系的科学性、合理性进行验证。同时,结合行业管理体制建立河北省多式联运统计监测机制,形成常态化、制度化的统计填报体系。研究结论表明,应深入推进多式联运“一单制”“一箱制”发展,完善多式联运统计监测评估,开展省市和区域间多式联运比较研究,为河北省多式联运发展提供支撑。

Abstract:

In order to speed up the construction of a modern comprehensive transportation system, fully understand the development status of multimodal transportation industry, promote the structural cost reduction, quality improvement and efficiency improvement of logistics, and enhance the accuracy of multimodal transportation policies, this paper studies the statistical monitoring and evaluation system of multimodal transportation in Hebei Province. A four-level evaluation index system is established from three aspects: infrastructure level, transportation service level and industry development environment, and the multimodal transportation development index is put forward based on analytic hierarchy process and Delphi method. Taking the survey data of Hebei Province in recent three years as research samples, the scientific nature and rationality of the index system are verified. At the same time, combined with the industry management system, the statistical monitoring mechanism of multimodal transportation in Hebei Province was established, and a normalized and institutionalized statistical reporting system was formed. The research results show that the development of "one-document system" and "one-container system" of multimodal transportation should be further promoted, the statistical monitoring and evaluation of multimodal transportation should be improved, and the comparative study of multimodal transportation between provinces, cities and regions should be carried out to provide support for the development of multimodal transportation in Hebei Province.
